A Windows Server 2019 User CAL is the licence that lets one named person access Windows Server 2019, or an earlier version, from any number of devices. You choose the pack size at checkout. CALs are licensed separately from the server itself. You get the key by email after payment, with instructions.

Who needs a Windows Server 2019 User CAL?

Every person who accesses the server, directly or indirectly, needs a CAL unless one of Microsoft's exceptions applies. A User CAL is assigned to one person and covers them on any number of devices, such as an office PC, a laptop and a phone.

Access means more than remote logins: signing in to Active Directory, using file shares and printers, or using apps hosted on the server all count. Microsoft's terms list a few exceptions, such as access from another licensed server.

Should I buy Windows Server 2019 User CALs or Device CALs?

Choose User CALs when people use several devices each, and Device CALs when several people share one device. You can mix both types in the same environment to keep costs down.

Windows Server 2019 is in extended support, with security updates until 9 January 2029. If you plan to add newer servers, Windows Server 2025 CALs also cover your 2019 servers.

How many User CALs do I need?

Count every person who accesses your Windows Server 2019 (or earlier) servers, including part-time staff and remote workers. One User CAL covers that person on all your licensed servers, so you don't buy separate CALs per server.

Choose the pack size at checkout to match your count, and add more CALs later as you grow. CALs you already own stay valid.

How do Windows Server 2019 User CALs work after purchase?

Unlike RDS CALs, Windows Server CALs aren't installed or activated in Windows Server, and the operating system doesn't check them technically. They're licence rights that you keep on record, which matters in a software audit.

  1. Count the users that access your servers and confirm your CAL total.
  2. Keep your order email and CAL key with your Windows Server licence records, and follow any instructions sent with your order.
  3. Note which users your CALs are assigned to.
  4. If people use Remote Desktop sessions, also install RDS CALs on an RD Licensing server.

A common mistake we see is assuming an RDS CAL replaces a Windows Server CAL. It doesn't: Remote Desktop users need both. Remote Desktop Licensing Manager only installs RDS CALs.

Do I need a CAL for every server or for every user?

For every user, not every server. One Windows Server 2019 CAL covers that user on any number of your licensed Windows Server 2019 or earlier servers. You buy CALs based on who or what connects, not on how many servers you run.

Can I use Windows Server 2019 CALs with older servers?

Yes. CALs cover the same version or earlier, so Windows Server 2019 CALs also work with Windows Server 2016. The reverse doesn't apply: older CALs can't be used to access a Windows Server 2019 server, even in a mixed environment.

Can I mix User CALs and Device CALs?

Yes. Many organisations use User CALs for staff with several devices and Device CALs for shared PCs. Just make sure every user or device that accesses the server is covered by one or the other, and keep a record of how they're assigned.

Do I need CALs with Windows Server Essentials?

No. Windows Server Essentials covers up to 25 users and 50 devices without CALs. These CALs are for Windows Server 2019 Standard and Datacenter, and for earlier versions of those editions, where every user or device needs one.
