What's included in the Windows Server 2025 Standard and 5 User CAL bundle?

You get two licences with separate keys: the server licence for the operating system and a pack of 5 User CALs (client access licences). Microsoft's licensing terms require a CAL for every user or device that accesses the server, so the two belong together.

How do 5 User CALs work, and when do you need Device CALs?

A User CAL licenses one named person to access the server from any number of devices. With 5 User CALs, five people can use the server's file shares, domain logins, printers or apps from their desktop, laptop or phone.

If more than five people will use the server, add more Windows Server 2025 CALs. Server 2025 CALs also cover access to servers running earlier Windows Server versions.

What does a 16-core licence cover?

Windows Server 2025 is licensed per physical core, with a minimum of 8 cores per processor and 16 per server. A 16-core licence therefore covers a typical single-processor server with up to 16 cores; a server with more cores needs extra core licences.

Threads don't count: a 16-core processor showing 32 threads in Task Manager needs only these 16 core licences. With all cores licensed, Standard lets you run two virtual machines, plus the Hyper-V host when it's used only to manage them.

What are the system requirements for this bundle?

Windows Server 2025 needs a 1.4 GHz 64-bit processor with SSE4.2 and POPCNT support, at least 512 MB of RAM (2 GB with the Desktop Experience) and 32 GB of storage. Those are bare minimums: real file, domain or VM workloads need much more.

How do I install and activate the server and set up the CALs?

Install and activate Windows Server 2025 Standard first, then set up the users your CALs cover. Make sure you install the Standard edition: a Standard key won't activate a Datacenter or Evaluation install directly.

  1. Install Windows Server 2025 Standard (Desktop Experience or Server Core) using the download link in your order email.
  2. With Desktop Experience: open Settings → System → Activation, select Change product key and enter the server key.
  3. With Server Core: run slmgr /ipk YOUR-PRODUCT-KEY, then slmgr /ato.
  4. Add the roles you need, such as Active Directory Domain Services or File and Storage Services, and create accounts for your users.
  5. File the CAL key and your order email with your licensing records; they document your 5 User CALs.

A mistake we see often is assuming the CALs also cover Remote Desktop. They don't: users who connect through Remote Desktop Services need RDS CALs as well, installed on an RD Licensing server.

Frequently asked questions

Do the 5 User CALs cover Remote Desktop access?

No. These are standard Windows Server CALs. Users who connect to desktops or apps through Remote Desktop Services also need an RDS CAL each, on top of the Windows Server CAL. Administering the server over Remote Desktop, with up to two sessions, doesn't need RDS CALs.

Can I add more users later?

Yes. CALs can be added at any time as your team grows. Count the people who access the server (or the devices, if you switch to Device CALs), and make sure you have at least that many CALs for Windows Server 2025 or a later version.

My server has 8 cores. Do I still need a 16-core licence?

Yes. Microsoft requires at least 16 core licences per physical server, even if it has fewer cores. That minimum is why a 16-core licence is the usual starting point for small servers, and why this bundle is built around it.

How long is Windows Server 2025 supported?

Microsoft provides mainstream support for Windows Server 2025 until 9 October 2029 and extended support, with security updates, until 10 October 2034. That long window is one reason small businesses choose it for a new server.
