Windows Server 2025 Standard is Microsoft's latest server operating system for physical servers and lightly virtualised setups. This 16-core licence covers a server with up to 16 physical cores. It lets you run two virtual machines on that host, as long as the physical host itself only runs Hyper-V and management tools. You get the key by email after payment, with download and activation instructions.

What does a 16-core Windows Server licence cover?
Windows Server 2025 is licensed per physical core. A 16-core licence covers one server with up to 16 cores, which is also the minimum you must license for any server. If the server has more cores, for example 24, you need additional core licences to cover them all.
The licence counts physical cores, not threads. A 16-core processor with hyper-threading shows 32 threads in Task Manager, but needs only this 16-core licence. Users and devices that connect to the server also need Windows Server 2025 CALs (client access licences).
Should I choose Windows Server 2025 Standard or Datacenter?
Choose Standard if you run the server directly or need no more than two virtual machines per host. Choose Datacenter if you run many VMs or need software-defined storage and networking. Both editions have the same core operating system. The main difference is how many virtual machines you're allowed to run.

A common mistake we see is buying Datacenter for one or two VMs. For that setup, Standard usually does the same job for much less. You can stack Standard licences for more VMs: licensing all cores again adds two more VMs. Beyond a handful of VMs, Datacenter tends to work out cheaper.

What are the system requirements for Windows Server 2025?
You need a 1.4 GHz 64-bit processor that supports SSE4.2 and POPCNT, at least 2 GB of RAM (4 GB recommended with the Desktop Experience) and 32 GB of storage. These are bare minimums. Real workloads such as Active Directory, file serving or VMs need far more memory and disk.

How do I activate Windows Server 2025 Standard?
Install Windows Server 2025 Standard from the download link in your order email. Then enter your product key in Settings, or with a command if you use Server Core. Make sure you installed the Standard edition. A Standard key won't activate a Datacenter or Evaluation install directly.

Frequently asked questions
How many virtual machines can I run with Windows Server 2025 Standard?
Two virtual machines per server, as long as all physical cores on the host are licensed and the host itself only runs Hyper-V. To run two more, license all of the server's cores again. If you need many VMs, Windows Server 2025 Datacenter, which allows unlimited VMs, is usually better value.
Do I need CALs with Windows Server 2025?
Usually, yes. Every user or device that connects to the server needs a Windows Server CAL. Remote Desktop sessions also need an RDS CAL. Server 2025 CALs also cover access to earlier Windows Server versions.
My server has 8 cores. Do I still need a 16-core licence?
Yes. Microsoft requires at least 16 core licences per physical server, even if it has fewer cores. That minimum is why a 16-core licence is the usual starting point for small servers.
Can I upgrade from the Evaluation edition?
Yes. You can convert a Windows Server 2025 Evaluation install to the full Standard edition with the DISM command DISM /online /Set-Edition:ServerStandard /ProductKey:YOUR-KEY /AcceptEula, then restart. This keeps your installed roles and data.
