Which servers does a 24-core Windows Server 2025 Standard licence cover?
A 24-core licence covers one server with up to 24 physical cores, for example a two-processor server with 12 cores per processor, or a single 24-core processor. Every physical core in the server must be licensed, with at least 8 core licences per processor.
The licence counts physical cores, not threads, so hyper-threading doesn't change the number you need. If you later move to a server with more cores, you can cover the difference with additional core licences.

Should I choose Windows Server 2025 Standard or Datacenter?
Choose Standard if you run the server directly or need no more than two virtual machines per host. Choose Datacenter if you run many VMs or need software-defined storage and networking. The main difference is how many virtual machines you're allowed to run.

A common mistake we see is buying Datacenter for one or two VMs; Standard usually does the same job for much less. Note that the two-VM right assumes the physical host only runs Hyper-V and management tools. Licensing all cores again adds two more VMs.

How do I activate Windows Server 2025 Standard?
Install Windows Server 2025 Standard from the download link in your order email. Then enter your product key in Settings, or with a command if you use Server Core. Make sure you installed the Standard edition: a Standard key won't activate a Datacenter or Evaluation install directly.
- Install Windows Server 2025 Standard (Desktop Experience or Server Core).
- With Desktop Experience: open Settings → System → Activation → Change product key and enter your key.
- With Server Core: run
slmgr /ipk YOUR-PRODUCT-KEY, thenslmgr /ato. - Check activation with
slmgr /xpr, or under Activation in Settings.

Can I split a 24-core licence across two servers?
No. Core licences are assigned to one physical server, and each server needs at least 16 core licences of its own. Two 8-core servers, for example, need 32 core licences in total, not 16. Use the 24-core licence for one server with up to 24 cores.
How many virtual machines can I run with Windows Server 2025 Standard?
Two virtual machines per server, as long as all physical cores on the host are licensed and the host itself only runs Hyper-V. To run two more, license all of the server's cores again. For many VMs, Datacenter, which allows unlimited VMs, is usually better value.
Can I use older CALs with Windows Server 2025?
No. CALs must be the same version as the server or newer. Windows Server 2025 CALs also cover access to Windows Server 2022 and 2019, but older CALs don't cover a Windows Server 2025 server. The same rule applies to RDS CALs used for Remote Desktop sessions.
Can I move this Retail licence to a new server?
In most cases, yes. Retail licences aren't tied to one server's hardware. Remove the software from the old server, then install and activate it on the new one. Microsoft's terms generally allow reassignment once every 90 days, or sooner after a permanent hardware failure.
