How is SQL Server 2025 Standard licensed?

SQL Server 2025 Standard can be licensed per core or under the Server + CAL model, and the model decides whether users need SQL Server CALs. The 5 User CALs in this bundle are Windows Server CALs, which cover access to Windows Server but not to SQL Server.

What are the limits of SQL Server 2025 Standard?

SQL Server 2025 Standard uses up to the lesser of 4 sockets or 32 cores and up to 256 GB of buffer pool memory per instance. That is up from 24 cores in SQL Server 2022, and more than a 16-core server can offer.

The maximum database size is 524 PB, so for most small and mid-size databases, storage and memory, not the edition, set the practical limits.

What are the system requirements for this bundle?

Windows Server 2025 sets the base requirements, and SQL Server 2025 adds at least 1 GB of RAM (4 GB or more recommended) and 6 GB of free space on the system drive. Plan memory generously: databases run faster when their data fits in RAM.

In what order should I install Windows Server and SQL Server?

Install and activate Windows Server first, then install SQL Server 2025 Standard and enter its key during setup. Microsoft recommends against installing SQL Server on a domain controller, so if the server also runs Active Directory, give each its own virtual machine.

  1. Install Windows Server 2025 Standard and activate it under Settings → System → Activation or with slmgr /ipk and slmgr /ato.
  2. If you use virtual machines, create them now: Standard licenses two, for example one for Active Directory and one for SQL Server.
  3. Run SQL Server 2025 setup from the download link and choose New SQL Server standalone installation.
  4. On the Product Key page, select Enter the product key, type your SQL Server key and continue.
  5. Select the Database Engine and any other features you need, finish setup, and file the CAL key with your licensing records.

The mistake we see most is leaving a free edition, such as Evaluation or Developer, selected on the Product Key page. That installs an edition not meant for production use, so always choose to enter your product key.

Frequently asked questions

Do the 5 User CALs also cover SQL Server?

No. They are Windows Server CALs. If your SQL Server 2025 licence uses the Server + CAL model, each user or device that accesses SQL Server also needs a SQL Server CAL. Under per-core licensing, no SQL Server CALs are needed.

Can I run SQL Server in one of the two virtual machines?

Yes. The Windows Server Standard licence allows two virtual machines on the licensed server, and SQL Server can run in one of them. SQL Server itself must be licensed for that VM or for the host, depending on its licence model.

Can I install SQL Server 2025 on an older Windows Server?

Yes. SQL Server 2025 supports Windows Server 2019, 2022 and 2025, so the SQL Server key is not tied to this server version. Running both on Windows Server 2025 gives you the longest support window, until October 2034 for the operating system.

How long is Windows Server 2025 supported?

Microsoft provides mainstream support for Windows Server 2025 until 9 October 2029 and extended support, with security updates, until 10 October 2034. That long window is one reason small businesses choose it for a new server.
